Owner activity

Yes, of course. An owner’s presence on the community is vital for the growth and foundation of the community. They’re the backbone and life of the forum.

If the owner isn’t active, then why should the members be?
 
I believe it is important that they are active. Seeing an active forum owner or blog owner means they have a strong interest in their forum or blog and they are also happy to interact with their community too.
