Homeless Tolerance - A Vicious Cycle?

Is Western nations' homelessness due to "income inequality" or is it really due to its tolerance?

Places like Ecuador with a far lower standard of living have almost none. But of course they do not tolerate or subsidize it. You can end up in jail for vagrancy or you might starve by the side of the road.

We have drug abuse tolerance and a lot of stupid, lazy, and/or "emo" people. The enabling safety nets abound, further encouraging the matter. False expectations that "the world owes me a fine living, I don't have it, so I give up and go full Bohemian" probably figure into all of it too.

I guess I'm just losing patience with it all.
 
I may have posted this before. When last traveling by train from San Diego to Kansas City, we left the home to thousands or tens of thousand of homeless, but a person ( I think he was a commercial pilot retired) told us that are there are no homeless in Kansas City, Missouri. When I asked him why, he said, "They simply don't tolerate them,." When we were there, we saw none, but maybe we just didn't go to areas where they were. If anyone here has lived there, perhaps they can confirm or deny this.
