I have always been frugal and have never actually budgeted. So many have no savings and have many financial problems after falling back on credit.If I didn't have the money, I did not buy it was my budget. Today with so many in debt, I don't know how they eat. This video explains a way.

I'm good to go with that list, except I've never bought garlic, or garlic powder, in my life. Potatoes may be more expensive, but they are healthier, and have more minerals and fiber, than rice. Maybe you could skip the sea salt.
 
We budgeted when the kids were home, but pretty much buy what we want when we want it now. No debts except credit cards that are paid off monthly. No car payments or mortgage. Income is pretty low, but the needs are low as well.
