Cleaning up Washington DC

After another terrible attack last week in DC, President Trump advised the Mayor that if they did not get the street crime and homeless encampments cleaned up, that the federal government was going to have to take over and get the district cleaned up and the homeless removed to a different place .
It is looking more and more like this is actually going to be the only way for DC to be safe for people again.
Since it is not a state, the District of Columbia is already under federal control, and the president can send in whomever he needs to make the district safe for the people who live and work there.

I saw statistics that crime in DC is worse than either Bogota or Mexico City. Who would have thought this could happen in the U.S. capital. My car was broken into in only two places in the U.S.--Washington, D.C. and rural Maine. The cops in D.C. got the guy who robbed my car, but the cops in Maine could've care less.
 
I've always thought it odd that people can own property and live within D.C. That would seem to go against its reason for being.

But I suppose that when it was set up, a lot of private lands came within the perimeter too. There were probably only buyouts for the Mall and adjacent needs.
