    It's the American companies that are importing foreign goods that are asking for refunds. They pay the tariffs when the goods reach the ports in the United States. They are paying tariffs to US Customs. The refunds would be from OUR federal government.

    The Supreme Court just did Donald Trump a big favor. They voted 6-3 against his tariffs. He now has an off ramp if he chooses to take it. He can both blame the Supreme Court if anything goes wrong, AND, take credit if prices come down. What a mess this has caused.
